Why Maltese Citizenship

Malta is known to have a highly-educated and skilled workforce. A high percentage of the students here pursue further studies up to tertiary education. The country has maintained a competitive advantage in this area when one considers that labour costs are significantly lower than in most European states. Throughout the years, Malta has been regarded as a highly reputable international and financial business services centre. For this reason, Malta has developed a comprehensive and flexible framework for financial services. This framework creates an attractive business environment and establishes appropriate regulatory structures to oversee both international trade as well as the financial sector in Malta. The tax laws of Malta complement the financial services and are intended to support the development of Malta as an international and financial business services centre. The key objectives for obtaining Maltese citizenship and the benefits gained will vary from person to person. However, generally speaking, such objectives and benefits may include:

OBTAINING CITIZENSHIP

Foreigners and their families are able to become Maltese citizens and consequently be issued with a Maltese passport. The cost of achieving Maltese citizenship varies depending on individual circumstances but is in the €1,000,000 range.

Basic Requirements

  • The applicant must contribute €600,000 to the National Social Development Fund for being granted the citizenship within 36 months or €750,000 for receiving the citizenship within 12 months. An additional €50k per dependent would be required.
  • Donation of €10,000€
  • Must purchase a property for €700,000 or enter a property rental contract for at least €16,000 per year.
  • The service service fee is €60,000€ for a family of 5 (main applicant, spouse, 3 children) – any additional dependent would be an extra charge of €5k.

Taxation

Upon receipt of Citizenship, the applicant would not be considered tax resident in Malta, unless they spend a minimum of 183 days per year in Malta. Should they become tax resident in Malta, they would be Taxed at normal Malta rates (maximum rate 35%), but only on income either remitted to or earned in Malta. 

Application requirements also include that:

  • The principal applicant must be at least 18 years of age and obtain police clearance.
  • The applicant must be a resident of Malta for a period of 12 or 36 months preceding the issuing of a certificate of naturalisation. This means that the main applicant is in possession of a Maltese e-Residence card. To clarify the applicant will not be required to stay in Malta for 12 months, but will be required to spend at least 21 days in Malta, which may be done on an intermittent basis.
  • The individual is required to make a contribution to the economic development of Malta through the payment of a non-refundable Minimum Contribution to the Malta National Development & Social Fund of €10,000.
  • The individual is required to, within four months of the issuance of a Letter of Approval in Principle, provide evidence that:
    • The applicant has a Global Health Insurance coverage
    • The applicant has acquired real estate in Malta with a minimum value of €700,000 to be held for at least 5 years; or has leased a residential immovable property in Malta for a period of 5 years, at an annual rent of at least €16,000 (Immovable property cannot be let or sublet)

Principal Applicants can include in their application:

  • A spouse in a monogamous marriage or in another relationship having the same or similar status to marriage
  • Dependants of 18 years of age and under
  • Dependants between the age of 18 and 26 years of age who are not married and who are wholly supported by the main applicant and form part of the household
  • Dependants over the age of 55 years (e.g. parents) who are wholly supported by and who form part of the household of the main applicant

Individual Investor Programme Timeline

Minimum Contribution Requirements

For successful applications, the following contributions to the Malta National Development & Social Fund/Consolidated Fund are non-refundable:

  • Principal applicant including spouse and up to 3 children — €750,000 for the 12 month program or €600,000 for the 36 months program
    • Included are €10,000 which are non-refundable irrespective of the success of application
    • The balance of €740,000 or €590,000 depending on the chosen route is to be contributed upon successful application
  • Spouse — €50,000
  • Each dependant child aged 0–17 y.o. — €50,000
  • Each dependant child aged 18–26 y.o. — €50,000
  • Each dependant aged 55 y.o. or above — €50,000

Due Diligence Requirements

Applications must be accompanied by authenticated supporting identification and verification documents in English, together with:

  • Police Conduct certificates
  • Proof that the main applicant has been a resident of Malta for a period of 12/36 months preceding naturalisation. Residents in Malta one year prior to the approval of their IIP application need not satisfy further residence requirements
  • Furthermore, all applicants aged 18 years and over are obliged to attend, in person, in Malta
